Accounting and Financial Reporting under IPSAS
The full title of the program is “Accounting and Financial Reporting in Accordance with International Public Sector Accounting Standards (IPSAS) on the Accrual Basis.”
IPSAS are international standards that set out how public sector organizations recognize, measure and disclose assets, liabilities, revenue and expenses on the accrual basis. In Russia, federal accounting standards for public sector organizations are developed with IPSAS approaches in mind, so knowing the international standards also helps you understand Russian requirements more deeply.
HSE IPAA offers training under this program. It gives accountants and finance staff of state and municipal institutions a systematic knowledge of accounting and practical skills in preparing separate and consolidated accrual-basis financial statements.
Course objective: to study the principles, procedures and rules of accounting and financial reporting for public sector organizations based on IPSAS.
Target audience: chief accountants and accountants of state and municipal institutions, and specialists in the accounting and finance departments of public sector organizations.

- review the requirements for accounting policies, the chart of accounts and reporting forms with respect to the recognition, measurement, presentation and disclosure of financial statement elements;

The course ends with a comprehensive test (30 questions, two attempts), and HSE IPAA certificates are issued: one for course attendance and one for successfully passing the final test.
